Artur Celiński is a political scientist, public life commentator, consultant, activist, and expert on cultural policies and the significance of culture for urban development. He promotes innovative methods of managing public policies and introducing citizen dialogue. He is vice-editor at Magazyn Miasta, vice president of the Res Publica Foundation and head of the DNA Cities team as well as the initiator and coordinator of the research project “DNA Cities: Cultural Policies in Cities”. He is the editor and co-editor of over 10 research reports on cultural policies in Polish cities. Researcher of local policies at the Narodowe Centrum Kultury (National Centre for Culture). He was a consultant in the programme “Coalition of Cities” which was created to improve cultural policies in seven Polish large cities. He is a guest lecturer at the University of Warsaw, Uniwersytet Kardynała Stefana Wyszyńskiego in Warsaw, and the Varsovian Fine Arts Academy.
